Improving integrity and transparency in government

Integrity and transparency are the necessary cornerstones for a healthy democracy. However, in recent years, we have witnessed a disturbing erosion of trust in politicians and democratic processes. With broad strokes, we can see that the decline in trust undermines the very foundation of our society. It weakens significantly the social contract and threatens the efficacy of governance. Improving integrity and transparency in government is how we resolve these concerns.

To restore faith in our political system, we must take decisive action to improve integrity and transparency in government. This involves implementing robust measures to prevent corruption, ensuring accountability, and fostering a culture of openness and honesty.

Anti-corruption measures

One of the primary reasons for the erosion of trust in government is the perception of widespread corruption and unethical behaviour. While this might not be the case, to counter this perception and to identify those who are doing the wrong thing, we must strengthen anti-corruption measures. The establishment of the National Anti Corruption Commission is a good first step. Though, there have already been highly publicised decisions to not investigate matters referred, it’s certainly a slow start.

This includes establishing independent anti-corruption bodies with the authority to investigate and prosecute cases of misconduct. Importantly, these bodies should be insulated from political interference to ensure impartiality and effectiveness. Additionally, we need to significantly enhance whistleblower protections, encouraging individuals to report unethical behavior without fear of retaliation.

Transparency in government

Transparency is another crucial element in rebuilding trust. Governments must be open about their decision-making processes, finances, and operations. We do this through several measures. Firstly, we should implement comprehensive freedom of information laws that provide citizens with access to government records. The government should design these laws to minimise exemptions and ensure timely responses to information requests. Furthermore, government agencies should proactively disclose information related to budgets, contracts, and policy decisions, making it easily accessible to the public.

Technology

Another effective way to improve transparency is by leveraging technology. Governments can use digital platforms to provide real-time access to data, allowing citizens to monitor public spending and track the progress of projects.

Leveraging our aptitude for technology will help us to keep those making decisions accountable. For instance, the government can help prevent fraud and ensure that public funds are used appropriately by creating online portals to publish transactions and contracts. Additionally, using blockchain technology for public records can enhance security and transparency, reducing opportunities for tampering and corruption.

Accountability

Accountability mechanisms are also vital in promoting integrity in government. We are right to expect our public sector employees to have, and maintain the highest ethical standards. There must be clear consequences for those who violate these standards. Regular audits, performance evaluations, and the establishment of ethics committees that review and address allegations of misconduct are practical examples on how to monitor this. Furthermore, implementing term limits for elected officials can help prevent the entrenchment of power and reduce opportunities for corruption.

Engagement

Public engagement is another essential aspect of fostering trust and transparency. Citizens ensure their voices are heard and considered by actively participating in the Government decision-making process. Public submissions are vital to get this across. We do this through public consultations, town hall meetings, and participatory budgeting initiatives. Involving citizens in governance, we create a sense of ownership and accountability, and makes it more difficult for corrupt practices to take hold.

Education

Finally, Education and awareness also play a critical role in promoting integrity. Informing Australians about their rights and the mechanisms available to hold government accountable is important knowledge. Education pieces and programs do this and also emphasises the importance of transparency and ethical behaviour in government. We should expect that media and organisations investigate and report on government activities, acting as watchdogs to expose corruption and misconduct. This is of public interest, and we need to incentivise it for our national broadcasters.

Improving integrity and transparency in government is not just about implementing specific policies; it requires a cultural shift towards greater openness, accountability, and ethical behaviour. Rebuilding trust in our political system ensures that our democratic processes work for the benefit of all every Australian. This is a massive task, and challenging as it is complex. And it is vital for the health, sustainability and the future of our democracy.
